About the Software Developer:
John Talbot (retired federal employee),
Decision Support Sofware LLC

After 25 years of federal civil service, in 1995 John Talbot, head of Software Engineering at McClellan Air Force Base, Sacramento, CA, got news that his base would close because of a BRAC decision.

Knowing his early retirement was eminent, John began to make financial plans and investigated the resources available to ensure his financial future.

On his own time, John found many helpful books, newsletters and free calculators which gave explanations on benefits and did simple calculations, but John couldn’t find a simple and accurate way to comprehensively calculate his federal benefits for planning both prior and during retirement years -- giving him the ability to plug in numbers and perform "what-if" projections of savings and costs -- and generate useful reports on his financial future.

After four years of federal benefits research and program development at night and on weekends at home, in 1999 John finished the first release of the CSRS and FERS Benefits Calculator Personal PLUS edition, which has been used by tens of thousands of U.S. federal government employees worldwide.

In 2000 the Professional Edition of the software was released, which has been used by thousands of federal managers, federal agencies, benefits advisors and human resource specialists -- as well as financial planners and insurance agents.
